COTS Contract Overview
PMCS has provided COTS Services for State of Texas DIR customers since 2020. We currently have staff/services available to respond to agency needs and, if specialized skills are required, we are willing to find the specific, qualified staff who can successfully complete your software, commercial off‐the‐shelf (COTS) and related service projects.
PMCS Services, Inc. provides COTS services for Unnanu, Graderabbit and OneStream brands. PMCS Services, Inc. Customers can purchase directly through this DIR contract. Contracts may be used by state and local government, public education, other public entities in Texas, as well as public entities outside the state. Resellers are not available for this contract.

COTS Contract Return Policy:
- This policy covers the return of PMCS COTS Contract related product (“Product”) due to dissatisfaction, defects, or other valid reasons.
- COTS Products must be returned within 30 days from the date of purchase.
- Proof of purchase is required for all returns.
- The COTS Product must be unused and in the same condition that it was received.
- It must also be in the original packaging, if applicable.
- Any product with signs of damage or tampering will not be eligible for return.
- Software-based COTS products, once activated, cannot be returned for a refund. However, they can be exchanged in case of defects or malfunctioning.
- Hardware products that host our COTS should be free from physical damage and must include all original components.
- Returns due to incompatibility: Ensure that your system meets the required specifications before purchasing our Product. Incompatibility is not a valid reason for return unless the incompatibility is from our end.
- Customized COTS solutions are not eligible for returns unless defective.
- To initiate a return, contact our support team via info@PMCSservices.com or call our helpline at 855-948-PMCS.
- Upon approval, a Return Merchandise Authorization (RMA) number will be issued.
- Products sent back to us without an RMA number will not be accepted.
- Once your return is received and inspected, we will notify you of the approval or rejection of your refund.
- If approved, your refund will be processed, and a credit will automatically be applied to your credit card or original method of payment within a certain number of days.
- If you wish to exchange a defective or damaged product or services, follow the return process mentioned above. Once we receive the returned product or services, we will ship out a replacement.
- You will be responsible for paying for your own shipping costs for returning your item. Shipping costs are non-refundable.

Limited Warranty. PMCS WARRANTS THAT SERVICES WILL BE PERFORMED IN A GOOD AND WORKMANLIKE MANNER. EXCEPT AS EXPRESSLY STATED IN THE PRECEDING SENTENCE, PMCS (INCLUDING ITS AFFILIATES, SUBCONTRACTORS AND AGENTS) AND EACH OF THEIR RESPECTIVE EMPLOYEES, DIRECTORS AND OFFICERS (COLLECTIVELY, THE "PMCS PARTY(IES)") MAKES NO EXPRESS OR IMPLIED WARRANTIES WITH RESPECT TO ANY OF THE SERVICES OR DELIVERABLES, INCLUDING BUT NOT LIMITED TO, ANY WARRANTY OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, PERFORMANCE, SUITABILITY OR NON- INFRINGEMENT; OR ANY WARRANTY RELATING TO THIRD-PARTY PRODUCTS OR THIRD-PARTY SERVICES.
