Nineteen years ago, one person with a laptop, a belief in Texas government, and a commitment to doing things right started what would become one of Austin's most trusted minority-owned IT firms.
PMCS Services was born in Austin in 2006, not out of a boardroom strategy, but from a deeply personal conviction that Texas state agencies deserved better. Founder and CEO Madhu Basu had seen firsthand how critical government IT systems were to everyday Texans, and how often those systems were under-served by vendors who treated public sector work as a lower priority.
The early days were about relationships and trust. One agency. One project. One placement at a time. We showed up, we delivered, and we came back. That reputation, built quietly in state agency hallways and project rooms across Austin, became PMCS's most valuable asset.
By the time we earned our Texas DIR certification and Minority Business Enterprise (MBE) designation, we had already proved what the certifications would confirm: PMCS is a serious, capable, and values-driven partner for public sector technology.
Over the next decade, we grew our practice organically, never chasing growth for its own sake, but always expanding to meet what our clients needed next. When agencies needed CAPPS Financials expertise, we built that bench. When cloud migration became urgent, we brought in cloud architects. When the AI moment arrived for government, we were ready. We earned a Texas DIR Artificial Intelligence Products & Services contract in 2023.
Today, with five active DIR contracts, 20+ agencies served, and 19+ years of unbroken delivery, PMCS remains what it was on day one: a small company that cares deeply, a Texas company that shows up, and a team that believes government IT done right makes life better for real people.

Landed our first major Texas state agency engagement, placing highly skilled IT professionals at HHSC. It was the beginning of relationships that would define the company for decades.
Achieved Texas DIR certification and MBE status, which was formal recognition of what our clients already knew: PMCS is a trusted, qualified partner for Texas public sector IT.
Built a dedicated practice around CAPPS Financials and PeopleSoft, helping Texas agencies modernize their core financial and HR systems with proven, hands-on expertise.
Grew beyond staffing into full consulting engagements: cloud migrations, enterprise architecture, and digital modernization projects across HHSC, DSHS, and other state agencies.
As Texas agencies accelerated digital transformation, PMCS expanded into cloud advisory and cybersecurity services, ensuring our clients moved into the future securely.
Texas DIR awarded PMCS the Artificial Intelligence Products & Services contract, positioning us at the forefront of AI-driven government modernization in Texas.
Today PMCS holds five active Texas DIR contracts (AI, COTS, DBITS, ITSAC, and Education IT), serving 20+ agencies and continuing to grow with the same founding values.
