Contract Overview
PMCS Services has partnered with Vulcan Technologies, a legal AI and government AI agents company, to bring their Justinian AI product to eligible Texas government customers through Texas DIR Bulk Purchase Agreement BP2026-0013. This offering is delivered under PMCS's existing DIR AI Contract, DIR-CPO-5132.
Texas DIR's Bulk Purchase Program lets eligible customers access negotiated discounts without a minimum purchase volume. As DIR states, “you do not need to buy in bulk to purchase through the DIR Bulk Purchase Program” — every eligible customer automatically receives at least the minimum negotiated discount, regardless of how much they buy. Bulk purchases are coordinated by DIR once at least one eligible customer requests a product, and are not subject to the competition or purchasing-threshold limitations that otherwise apply to standard DIR Cooperative Contracts.
Texas's Department of Information Resources announced this agreement as an exclusive, limited-time opportunity for cloud-based AI through PMCS Services. Eligible customer types generally include Texas state agencies, local governments, higher education institutions, K-12 school districts, and eligible organizations outside Texas — eligibility can vary, so confirm your status with PMCS or DIR before ordering.

How to Place a Bulk Purchase Order
Per Texas DIR's official requirements for this agreement
Per Texas DIR, a purchase order placed under BP2026-0013 must include all three of the following:
Agreement Number
Reference bulk purchase agreement number BP2026-0013 on the purchase order.
Bulk Purchase Statement
Include a statement that the purchase is being made under the DIR bulk purchasing agreement.
Purchase Category Code
Cite the appropriate Purchase Category Code (PCC) for the purchase.
